OUR HISTORY

Community HealthCare Resources (CHR) was founded in 2019 with a mission to expand access to free healthcare services for those in need. Recognizing the limitations of traditional brick-and-mortar community health centers, CHR was established to create a more scalable and far-reaching model of care.

Beyond improving patient access, CHR was also designed to support conventional alternative medicine (C.A.M.) healthcare providers. Recognizing the financial burden many C.A.M. providers face—often carrying student debt comparable to their medical industry counterparts while earning significantly less—CHR offers a pathway to student debt reduction.
Through CHR, clinicians can dedicate 30 hours per week to the nonprofit, contributing their labor, clinic space, equipment, overhead, time, and expertise to provide preventative health education, and care to the public. Clinicians also have the job of fundraising to cooperatively help fund the programing of the organization. This is a job for clinicians and operates as an equal debt exchange reduction model, not a loan forgiveness program. By structuring the program this way, CHR delivers high-quality care and education at a fraction of the cost compared to organizations that operate standalone clinics.
As a 501(c)(3) nonprofit organization, CHR is committed to delivering high-impact, cost-effective healthcare solutions. Through strategic partnerships and innovative service models, we strive to broaden the reach of essential health care while empowering the CAM professionals who provide it.

CHR is governed by a board consisting of 11 members from both clinical and non-clinical backgrounds. This diverse leadership team ensures a well-rounded perspective in decision-making, allowing CHR to effectively address the needs of both patients and healthcare providers.

OUR MISSION

Community HealthCare Resources (CHR) exists to establish and sustain a structured, community-anchored healthcare framework that expands access to care and education for individuals with demonstrated need.

Through coordinated clinical participation, standardized documentation, and nonprofit oversight, CHR delivers care within existing private practice settings—ensuring services are accessible, accountable, and consistently recorded as part of a formal public service model.

By 2030, CHR is positioned to facilitate the delivery of $120 million annually in documented public service value. This is achieved through an infrastructure that leverages licensed clinicians, existing clinical environments, and organized systems of accountability—allowing care and education to be delivered earlier and more consistently within the communities served.

This model strengthens access to care while reducing reliance on traditional safety net systems, and increases the efficiency of service delivery by utilizing established clinical capacity. As a result, CHR generates significantly greater public service value per dollar deployed compared to conventional facility-based free care models.

Dr. Jay Johannsen

Executive Director

Dr. Jay Johannsen has practiced chiropractic care since earning his degree from Palmer College of Chiropractic in 2001. He began working in chiropractic offices in the 1990s, and with more than three decades of clinical experience and advanced certification in Chiropractic Biophysics (CBP), his work has been grounded in structured, outcomes-based care within a private practice setting.

Over the course of his clinical career, Dr. Johannsen identified a recurring structural gap: while many clinicians consistently deliver care and education within their communities, there has historically been limited institutional infrastructure to formally organize, document, and sustain that service within a recognized public service framework.

In response to this need, Community HealthCare Resources (CHR) was established in 2019 as a nonprofit cooperative organization designed to provide governance, oversight, and standardized documentation for community-anchored healthcare delivery. CHR formalizes the role of clinicians in public service by ensuring accountability, continuity of care, and alignment with established nonprofit and federal standards.

Dr. Johannsen now oversees CHR’s care and education records compliance department, ensuring that all services are accurately documented, properly coded, and maintained in accordance with organizational standards and regulatory expectations. This role supports audit readiness, consistency in reporting, and the integrity of CHR’s public service framework.

He continues to guide the organization’s development with a focus on building durable systems that support access to care, ethical oversight, and long-term public health impact.

Dr. Laura Price

Financial Director

Dr. Laura Price brings a combined background in hands-on therapeutic care and chiropractic medicine, having practiced as a licensed massage therapist for 15 years prior to earning her Doctor of Chiropractic degree from Palmer College of Chiropractic in 2022.

Her clinical and organizational work has centered on expanding the structure and delivery of accessible healthcare within community settings. She has been involved in the formation of nonprofit initiatives designed to implement practical, sustainable approaches to care delivery for underserved populations, with an emphasis on consistency, accountability, and measurable service.

As Chief Financial Officer of CHR, Dr. Price oversees the organization’s financial infrastructure, including bookkeeping, accounting, and internal auditing processes. Her role ensures financial transparency, regulatory alignment, and the maintenance of accurate records that support the organization’s broader framework of accountability and oversight.

In addition to her role within CHR, Dr. Price is the founder of Life-Lite Industries, a company focused on the development and distribution of near-infrared therapy technology, supporting clinical environments with tools that align with modern therapeutic applications.

Her work reflects a continued focus on integrating clinical practice, organizational infrastructure, and financial stewardship in support of community-anchored healthcare systems.

Dr. Angellia Yang

Operations Officer

"Dr. Angellia Yang has always focused her attention on health equity, particularly within marginalized communities. Before graduating from Palmer College of Chiropractic in 2022, she served as a participant and mentor in several federally funded programs dedicated to the academic and professional success of low income, disadvantaged students seeking careers in healthcare and STEM hosted by Marquette University and the Medical College of Wisconsin.

Through her clinical experience, Dr. Yang developed a clear understanding of the impact of direct care and the limitations that exist without coordinated systems to support broader access and continuity. Recognizing the need for scalable, organized infrastructure to support community-based healthcare, she transitioned from clinical practice into a full-time role in public service. Her work is now focused on operational leadership, where she contributes to expanding the reach and consistency of care through structured systems rather than individual delivery alone.

As Chief Operations Officer of CHR, Dr. Yang oversees organizational operations, ensuring that care delivery, documentation processes, and administrative systems function cohesively within a framework of accountability and nonprofit oversight. Her role supports the implementation of standardized procedures, coordination across departments, and the maintenance of operational integrity across all service areas.

Her work reflects a continued commitment to advancing community-anchored healthcare through disciplined execution, organizational structure, and long-term system development."

Jessica Irelan

Head of Records & Documentation

Jessica Irelan contributes to CHR’s operational and community-facing functions while continuing her academic studies at St. Ambrose University. Her work supports the organization’s structured nonprofit operations, including outreach, coordination, and the continuity of services that sustain access to care within the communities served.

She serves as the head of physical records management for provider eligibility and new applicant processing. In this role, Jessica is responsible for maintaining, organizing, and safeguarding documentation that supports eligibility verification, onboarding, and compliance with CHR’s internal standards and oversight requirements.

Prior to her current role, Jessica served four years in the United States Navy in an aviation capacity. This experience established a foundation in discipline, coordinated systems, and team-based execution—principles that align with CHR’s accountability-driven environment.

Her continued development reflects a focus on integrating education with applied nonprofit operations, contributing to the organization’s broader framework of community-anchored healthcare and service delivery.
